There are many different Christian organizations and movements designed around the concept that, if you're holy enough, have enough faith or quote Scripture to God enough, He must do what you say. This is so far out of the mainstream in Biblical understanding that I would classify it as heresy. I know this is a strong statement, but this belief denies that God is in charge. It isn't faith in God, it's faith in faith, or religion, or faith in certain phrases. God isn't a vending machine, Santa Clause, or anything like that. Like any loving father, God wants to bless His children and give them anything that's good for them. Also like any loving father, God will chasten us and keep us from having things that are bad for us. If He's in charge, we don't have the right to tell Him anything...only ask. There are two signs of real faith in God: 1. Loving and believing in Him when He's not doing what we want. 2. Not God doing what we ask, but us doing what He asks.
